My Stewardship in Three Years- Governor Ademola Adeleke




My good people of Osun state, today marks three years of my assumption of office as your governor. I start by expressing our deep appreciation for your strong support from the beginning till date despite all the challenges. We are eternally grateful to the people and residents of Osun state for their understanding and appreciation of our achievements in the last three years.


We must remember the state of governance when we took over in 2022 - the non-payment of pensions and backlogs of half salaries; the over 80 percent infrastructure deficit; the very poor performance of our pupils in national examinations; the lack of access to health care; the corruption ridden mining sector; the neglect of science and technology innovation; the poor state of sports development; the lip service to agriculture; non-existence of cooperative empowerments; the abandonment of critical projects in our universities; and general climate of insensitive leadership to the yearnings and aspirations of the people.


Three years later, the Osun story is positively different. From far and near, the turning around of Osun for the better is applauded. Osun has become a national reference point in the delivery of good governance and democratic dividends. We dedicate our sterling records of achievements to all cadres of Osun society.


I present our scorecards in summary.  This is for the public to see how far the transformation of Osun has gone under our leadership:


Imole Water Sector Reforms


My administration developed a water sector reform that include immediate access to water for Osun people, revival of corruption - ridden Ilesa water project, rehabilitation of urban water schemes and the ongoing completion of Igbomina Ora water project.



The troubled Ilesa Water Project has been revived after anti-corruption measures by our administration. Today, the Ilesa Water Project is back on track with an emphasis on accountability, transparency and community involvement. In the face of acute water shortage in 2022, we innovated community based motorized boreholes in all the 332 wards across the State under direct labour and local content engagement. The boreholes are today serving the people under people's management.  


We launched the rehabilitation of non-functioning urban water schemes in towns such as Osogbo, Iwo, Ede, Eko-Ende, and Esa-Oke. The upgrade interventions include the replacement of Old Asbestos Cement (AC) pipes with High-Density pipes. Across these locations, damaged pumps have been replaced, refining systems cleaned and upgraded. In communities where there had been no government water access for years, boreholes and mini water schemes are now being installed. 


The Ora-Igbomina Water Scheme abandoned for 13 years has been re-awarded by our administration. The scheme has been revived to ensure regular clean water supply to residents of Ifedayo and Ila Local Government areas.

 

Imole Sports Sector Deliveries 


Our administration crafted a sports sector development agenda on which we have delivered substantially. The remodelling of Osogbo City Stadium to a five star facility, is ongoing. We have established the Osun Sports Commission to provide focused leadership for sports management in Osun state. Additionally, we are establishing Osun State Sports Development Fund to provide dedicated adequate funding for the sector. Inclusive sporting policy is under implementation with para-sports now receiving adequate attention.


Land Sector Reforms for Economic Growth


In recognition of economic importance of land reforms and access to land, our administration introduced a comprehensive land reforms strategy. We eliminated delays, double allocations, and forgery. We completely overhauled the Certificate of Occupancy (C of O) process. We introduced the revolutionary C of O in 45 days. This has positively changed the face of Osun development with industrialists and business class streaming into the state for opportunities. Today, Osun State is proudly running a “C of O in 45” days system. 



This land reform further complements the broader digital governance vision of our government, which emphasizes transparency, efficiency, and accountability. This shift has also sparked inter-ministerial synergy. There is now a clearer path for Public-Private Partnerships (PPPs) across all sectors, especially in housing and agribusiness.


Imole Public Sector Deliveries 


Our administration has repositioned and strengthened the public service as the heartbeat of the government. From the neglect and disruption of the past, we have recreated a more efficient, transparent, and people-centred system. From low morale, unpaid arrears salaries, workers’ promotion without cash backing and weak administrative structure, our administration restored workers’ welfare, accountability, and professionalism in public service 


We have repaid close to 100 billion naira in pension and salary arrears owed by the previous APC government. We implemented cash backing for promotions, cleared the backlog of arrears inherited from previous administrations, eased the financial strain on families and revived confidence among workers. We paid attention to promotion and career advancement as thousands of civil servants received overdue promotions and conversions, 


Financial transparency has become a defining feature of this administration. Osun State adopted the International Public Sector Accounting Standards (IPSAS), improved audit processes, and recovered millions of naira in over-payments to retirees. These measures have tightened fiscal control, curbed waste, and places accountability at the heart of public governance. Our administration has restored integrity, stability, and hope for Osun’s public service. 


Imole Deliveries in Science, Technology & Innovations 


We all remember the neglected state of the Osun Tech sector as at 2022. As at then, Osun state has no ICT policy. Our administration has introduced the State ICT policy now under implementation. As of 2022, Osun has no Tech innovation policy. Our government has developed and delivered the Osun State Tech Innovation Policy also under implementation. We started the fibre optics broadband project which is presently under review for sustainability. Osun domesticated the National Start up Act to enhance development and empowerment of Tech entrepreneurs and local tech hubs for thriving innovations and collective prosperity. Osun was the second state to so domesticate the law. Our government increased goggle mapping coverage of Osun from below 50 percent then to over 60 percent. Presently, a digital economy advisory board composed of leading lights of the Nigerian tech sector has been inaugurated to drive delivery of a tech prosperous Osun state. 


Imole Environmental and Climate Change Achievements 


Our government has recorded huge achievements in the environment and climate change sector from 2022 till date. Through the Office of the Director General and Special Envoy for Climate Change, Osun State has garnered more than six local and international awards for her attention and action on climate change. Our climate policy strengthens Osun’s capacity to attract global partnerships, implement informed policies, and become a regional leader in renewable energy adoption and climate-smart development.


Through the Ministry of Environment, our government put an end to seasonal flooding which had threatened Osun communities, washing away farmlands, displacing families, and disrupting local economies. Our government implemented a mixture of globally applauded environmental and climate actions projects and programmes.


For balanced and sustainable development, our administration introduced a holistic mining sector reforms through the Mineral Resources and Environmental Management Committee (MIREMCO). For the first time in Osun history, we have secured Osun shareholding in the Segilola mining project, thereby putting more money into Osun treasury instead of private pockets. We revalidated Osun mining licences and introduced and enforced mining operations that respect environmental standards, prevent pollution, and guarantees that host communities benefit fairly.



Imole Health Sector Deliveries


Our administration crafted a preventive health care agenda that targeted primary health care access as a starting point for secondary and tertiary health care. This ensures a generally healthy population. We implemented the plans with high level of success.


Amidst inherited mismanagement of 20 million dollar primary health care grant by the previous administration,  we executed the comprehensive rehabilitation of over 200 Primary Healthcare Centres (PHCs) spread across the state’s 30 local government areas and area office. The renovation drive covered structural upgrades, installation of clean water systems, proper fencing, roofing repairs, furnishing, and improvement of sanitation facilities. We also installed solar-powered energy systems in the renovated PHCs. Another rehabilitation of close 200 primary health care centres is currently ongoing.


Furthermore, our administration revitalized the Osun Health Insurance Scheme (OHIS) with increased coverage of under-served population. Specifically, I ordered the enrolment of the pensioners under the state insurance scheme (OHIS). This singular action eased the burden of our senior citizens. It is on record that the Federal Government has introduced similar measures in some federal sectors. 


Our Imole Free surgical scheme implemented across the nine federal constituencies till date has over 70, 000 beneficiaries. Our Secondary and tertiary healthcare facilities have also experienced visible improvements. Two General Hospitals have been approved for upgrade. 


In recognition of the transformative impact of our health sector agenda especially in primary health care sector, the state won a 500, 000 dollars cash reward as the best performing state in the southwest zone (Lagos, Ogun, Oyo, Osun, Ondo and Ekiti) with Lagos been the runner-up in Universal Healthcare Coverage (UHC). This validates the state’s investment in healthcare and encourages further development.


Imole Education Scorecard


Our administration inherited an education sector in deep state of neglect with very low national examinations rating. To revive the sector, our government targeted fundamental reforms. We spotlighted two key areas namely teachers’ welfare and school infrastructure upgrade. We rehabilitated 120 schools across the state. Similar numbers are also currently under upgrade to enhance the learning environment for pupils. At Osun State University, the completion of a 52-unit complex has increased lecture and administrative space, strengthening the university’s capacity to serve a growing student body. Five other abandoned projects were completed by our administration. 


At the University of Ilesa, we made it a reality by releasing take off grant and getting over 100 courses accredited for the university. We are currently constructing the campus infrastructure.  The construction of the first-ever student hostel has eased accommodation challenges, while the regularization of temporary staff into permanent roles has boosted morale and stability within the institution. 


Our administration also invested heavily in teachers’ development such as training programs on modern teaching techniques. Teachers' welfare is at the zenith as attested to the Nigerian Union of Teachers (NUT). Regular payment of entitlements and others benefits of teachers raises their morale. Our reforms and policies have ensured Osun movement from number 33 to number 7 on the national examination rating.


Our government also introduced the Government–Alumni Partnership Board. We intend to rigorously implement the initiative to strengthen public private partnership in our school development.


Aside school upgrade and teacher welfare, our government has restored bursaries for tertiary students after years of neglect by previous administration. The state government under my watch restored the payment of bursaries to indigenes enrolled in the Nigerian Law School. 



The results are unmistakable. Under our leadership, Osun surged from 33rd place to 7th nationally in WAEC and NECO rankings. Beyond examinations, Osun students have taken their talents to the world stage, representing Nigeria at the World Debate Day in Malaysia.



To strengthen the education sector, our government is navigating the externally imposed financial constraints. In due course, we will release appointment letters for new teachers to address personnel shortages in our schools.


Imole Agro-Revolution and Deliveries 


Our administration inherited a neglected agricultural sector where the previous government, for instance, seemed to mistake the ceremonial distribution of cassava stem for meaningful agricultural development. Our administration crafted and delivered an agricultural plan which conformed with our plans for agro-industrialisation. 


Our immediate action was the revival of some long-abandoned tractors which had been left to rot. After twelve years without tractors in Osun State, we acquired 31 brand new tractors. Those tractors are now in farms across Osun state at highly subsidized rates of #20,000 per acre as against #35,000 - #40,000 per acres in the private sector. 


Aside mechanization, we ensured regular availability of seeds, seedlings and agronomic inputs such as fertilizers and chemicals. Over 200,000 hybrid cashew and cocoa seedlings have been distributed to farmers across the state.


Our administration further introduced an aggressive subsidy initiative for high-value crop seedlings. The cocoa and palm oil sectors, received a new lease of life. I approved the sale of cocoa pods at a subsidized rate of #300 far below the market price of #1,100. Similarly, palm pods were sold to farmers at #500 instead of the #1,500 market rate. Through the Osun Broiler Out-growers Production Scheme (OBOPS), hundreds of poultry farmers were empowered with chicks, feeds, and technical support.


Imole Cooperative Empowerment Revolution


Our administration implemented fundamental reforms and initiatives in the area of cooperatives and financial empowerment of the grassroots.  We introduced the Cooperative Revolving Disbursement came in two strategic phases, the Ward-Based Cooperatives and the Conventional Cooperative Unions and Societies. The Ward-Based Cooperatives were deliberately created to cater for the 332 political wards of the state, making a total of Four hundred and one societies.


Each of these 401 Ward-Based Cooperative Societies received over ₦1 million in interest-free loans with almost N800 million naira disbursed so far with over 30, 000 beneficiaries.


The Conventional Cooperatives Union channel, targets established cooperative societies and unions already in operation but needing capital to scale. Here, our administration disbursed close to One Billion Naira to over 250 Cooperative Unions and Societies.



Under the Osun Cooperative Union, Ten Thousand, Two Hundred and Thirty Three individual co-operators have benefitted from this intervention. Beyond Osun’s borders, our cooperative empowerment strategy reached the diaspora within the country residing in Abuja and Northern Nigeria with over Fifty Million Naira as a revolving loan. 


In total, our administration has disbursed close to Two Billion Naira to various cooperative groups in the state.


Our administration further introduced the "Imole Business Empowerment Scheme", specifically designed for women and youth across the 30 Local Governments and the Area Office. The administration also launched the Imole Business Empowerment Scheme 1.0 in partnership with First Bank Plc and Fidelity Bank. Through this scheme, close to 20,000 beneficiaries received direct financial support, business mentorship, and startup capital. 


Our government boosts cooperative education by reviving the Isiaka Adeleke Cooperative College at Odeomu. The college has been upgraded to a full-fledged campus of the Osun State University. From 2025, this new campus will officially begin academic operations as part of the 2025/2026 academic session, offering degree-awarding programmes in cooperative studies and other management sciences such as cooperatives studies, taxation, transport management, development studies and two other courses. 



Imole's Safety and Spiritual Infrastructure


Our government recorded landmark achievements in the area of safety and pilgrimage infrastructure. Our administration procured five brand-new fire trucks to replace those purchased during the administration of Prince Oyinlola. This has enhanced the firefighting capacities of the Osun State Fire Service.


When I came on board, Osun was the only state in the South West without a befitting Hajj camp. I immediately approved the construction of a modern Hajj camp which is now nearing completion. With the new Hajj Camp, Osun pilgrims will be able to focus on their spiritual responsibilities rather than battle with poor logistics and substandard facilities. 


Imole Deliveries in Cultural and Creative Economy 


Our administration acknowledged the potential and opportunities in the tourism and creative economy sectors. Hence, we implemented multivarious projects, programmes and policies.


We started the  Adire Osun Àgbáyé Fiesta, a colourful and vibrant celebration that has quickly become a global showcase for Osun’s tie-and-dye fabric. The Osun Osogbo Festival, a UNESCO World Heritage event, has also received a transformative touch. The sacred grove and festival arena have been rehabilitated, and the Osun River has been cleaned to create a safer environment.



We hosted the BON Awards, where I unveiled a Creative Industry Agenda.  We fostered partnerships with the British Museum in the United Kingdom to create cultural tourism linkages. Our administration has enhances the Owala Lake as a must visit destination, both locally and nationally.



I announced the approval of a series of programmes and projects in line with the administration’s tourism and creative industry expansion agenda. This is targeted at expanding tourist inflow to the various cultural sites in the various cultural sites in the state by over 60% in the next one year. This approval includes the adoption of Public Private Partnership (PPP) model to the development of Erin-Ijesa waterfall in Oriade Local Government, the upgrade of cultural tourist sites such as the Ifa Agbaye Temple in Ile Ife, Iwude Ijesa project in Ilesa,the Sango Timi Shrine project in Ede alongside the Osun Osogbo shrine to meet UNESCO recognition standard. All the above are currently under implementation.


Imole Infrastructure Revolution


When I assumed office in 2022, the Osun infra deficit was above eighty percent. Today, we have reduced the infra deficit by over 50 percent. This makes Osun one of the fastest growing states in road connectivity. Our administration focused on infra upgrade because it is the smartest route to economic development.


On local road development, over 255 kilometers of internal roads have been constructed across both urban and rural local governments. A total of 160 kilometres of roads are currently ongoing. 


In specific terms, below is the stage of completion of the ongoing projects:

Key roads have been rehabilitated to link farming communities with markets, schools, and healthcare centers. Drainage systems are expanded to prevent flooding and extend the lifespan of roads.


Operation light up Osun is also ongoing. All completed roads are fitted with solar lights and all major roads in the capital are already lit up.


Our administration ushered in an integrated infrastructure plan which is drastically reducing traffic congestion, opening up new economic corridors, and enhancing urban renewal in Osogbo, Ikirun, Ile Ife, Ilesa and other major towns.


My good people of Osun state, I have ensured that Osun money serves Osun people. In our infrastructure implementation plans, we block capital flights. We implement local content with commendable results. Local content simply means giving priority to local people, businesses, and materials when carrying out development projects. I ensure our people are the real beneficiaries of the investments made there. Instead of depending solely on outside contractors or imported materials, we focus on home-grown capacity, using local artisans and local resources to drive progress. 


I uphold Osun first when I launched the infra plan in both 2023 and 2024. We engage local contractors, engineers, and artisans, as well as sourcing materials like sand, stones, and cement within the state. Across towns and communities, young artisans, bricklayers, carpenters, and engineers are now finding work on state projects. The direct-labour model being used in some road and school rehabilitation works ensures that local residents are employed, trained, and empowered. Ours is a people-centered development philosophy.  It is development by the people and for the people.



Imole Public Finance Reforms and Achievements 


Our administration operates a disciplined, transparent, innovative and forward-looking public finance agenda. The goal includes blocking leakages, expanding revenue inflows, efficient management of state debt, harnessing of revenue opportunities and complying with best practices in public finance management.


We have recorded substantial achievements in this sector. We restored fiscal stability, strengthened revenue performance, and renewed public confidence that government can be both accountable and visionary.


One of the most standout achievements is the almost 94 percent growth in Internally Generated Revenue (IGR) within a year. This means a growth from Twenty-Seven Million plus (N27.72bn) in 2023 to Fifty-Four Billion plus (N54.7bn) in 2024. This was a product of carefully designed reforms that reshaped the way Osun manages its finances.


The reforms we introduced include Tax Harmonization which streamline the tax structure and eliminate duplication. Others include Digitization of Revenue Collection; and Enforcement and Compliance. Our administration also ensures substantial reduction of the state’s debt profile, 


Osun Domestic Debt was reduced from One Hundred and Forty Eight Billion plus (₦148.37 billion) in December 2022 to Eighty Three Billion plus (₦83.32 billion ) by early 2025, a staggering ₦65 billion drop of 43.84%.


Osun External Debt was lowered from Ninety One million plus dollars ($91.78 million) to Seventy Five million dollar plus ($75.14 million), a $16 million plus reduction of 18.13%.

Under my watch, fiscal discipline is a promise kept. 


Before rounding up this broadcast, I pay special homage to our traditional rulers. Our leadership has maintained close rapport with our royal fathers since we assumed office in 2022. We will maintain the spirit of consultation, partnership and empowerment of traditional institutions in the state.


To our youth and students, I am committed to building on our sectoral achievements to further empower our students, youths and women. A specially packaged programme to link our students, youth and women to unfolding opportunities is being prepared. We will ensure youth and students' inclusion in the preparation and implementation of the programme. Our administration can however boast that we have laid the sectoral foundations upon which our youth, students and women can thrive.


I won't end this address without mentioning the challenges we are facing. As much as the public knows the details, we owe our people a duty to explain that the continuous withholding of Osun local government allocation is a major drag on our developmental plans. We are however optimistic that the Supreme Court will soon deliver judgement on the matter. 


Once again, we express our deep appreciation to the good people of Osun state for their unwavering support for me and my team. We rededicate ourselves to selfless service in the interest of public good, good governance and public interest.

Nigeria Has Approved a Carbon Investment Framework - Now the Real Work Begins in the States



Nigeria’s approval of a National Carbon Market/Carbon Investment Framework marks a turning point in the country’s climate and development trajectory. It is a long-awaited signal that the federal government is ready to unlock carbon finance as a legitimate engine for growth, resilience, and sustainability.


But if we are honest, the true battleground for climate action has never been Abuja, it is the 36 states and 774 local governments where emissions are produced, forests are cleared, waste is dumped, and communities either thrive or struggle under the pressures of climate change. This new carbon investment framework will remain an elegant federal document unless sub-national governments seize the moment and create the policies, institutions, and safeguards required to translate national ambition into local impact.


This is the part Nigeria often gets wrong: we celebrate federal approval, but fail to build the state-level systems that make implementation possible. The climate crisis - and the opportunity of carbon finance, demands that we change this pattern.


A New Era of Carbon Finance - If We Earn It


The federal endorsement of a national carbon framework opens the door to billions of dollars in potential carbon revenue. Properly managed, it could finance adaptation projects, restore degraded ecosystems, electrify transport, modernize agriculture, and support clean energy expansion across the country.


Yet carbon markets operate on credibility, not intention. Emission reductions must be measurable, verifiable, additional, and anchored in sound governance. No investor will commit to state-level projects where land tenure is uncertain, MRV systems are weak, revenue-sharing is opaque, or political instability threatens long-term integrity.


Simply put: states that act now will win; states that hesitate will watch opportunities move elsewhere.


Why Sub-Nationals Must Lead: Climate Impacts Are Local, and So Are Solutions


Nigeria’s Climate Change Act (2021) was designed to guide national climate governance, but its success depends entirely on domestication at the sub-national level.


States control the very sectors that define our carbon footprint and resilience capacity:

Land-use and forestry

Agriculture and food systems

Urban planning and building codes

Waste management

Transport systems

Local energy access

Community development


Without clear state-level policies, these sectors remain unmanaged and incompatible with carbon finance requirements.


A carbon market cannot function on federal authority alone. It needs state legislation, state MRV systems, state safeguards, and state institutions to ensure every credit issued from Nigerian soil is trustworthy, high-integrity, and fairly governed.


The Most Urgent Step: Sub-National Climate Policies and Climate Action Plans


Every state must now adopt a streamlined State Climate Policy and a State Climate Action Plan that reflect the ambitions of the national Act but respond to local realities. This is not bureaucratic formality - it is the backbone of project quality and investor confidence.


Such policies should:

Establish a State Climate Unit with a clear mandate and budget.

Define sectoral priorities - e.g., waste-to-energy, e-mobility, afforestation, regenerative agriculture, mangrove restoration, solar mini-grids, and clean cooking.

Mandate proper MRV systems and link them to the national registry.

Create a State Climate Fund with transparent revenue-sharing rules so communities directly benefit.

Require Free, Prior and Informed Consent (FPIC) for land-based carbon projects to avoid conflict and build legitimacy.


These are not optional bureaucratic tasks - they are the minimum requirements for states to participate credibly in global carbon markets.


Carbon Revenue Is Not Free Money - It Is Earned Through Integrity


Sub-national governments must avoid the temptation to treat carbon revenue as windfall income. Carbon markets punish shortcuts: poor baselines, weak social safeguards, coerced community consent, and opaque revenue use can all result in project reversal, market rejection, or even blacklisting.


States must design robust governance systems now, not as an afterthought - to avoid repeating the mistakes seen in other developing countries where poorly managed carbon projects collapsed amid scandal.


Integrity is not a slogan; it is the currency of carbon markets.


This Is Also a Development Opportunity - If States Are Strategic


Carbon finance is not just about reducing emissions. It can:

Create green jobs in forestry, energy, agriculture and waste sectors

Deliver clean cooking access to millions of households

Improve soil fertility and agricultural resilience

Modernize public transport

Reduce flooding through watershed restoration

Build renewable energy capacity in rural communities


But none of this will materialize without sub-national planning, technical capacity, and state-level legislation that gives developers and investors confidence.


States like Osun, Lagos, Cross River, Niger, Kaduna and others already taking steps toward climate legislation, MRV systems, or nature-based solutions will find themselves at the forefront of this new economy. Others risk being left behind.


The Way Forward: A Clear Call to Action for Every State Government

1. Pass a State Climate Policy and domesticate the Climate Change Act (2021).

2. Establish a State Climate Unit with professionals, not political placeholders.

3. Develop a State GHG Inventory and carbon project pipeline immediately.

4. Create transparent revenue-sharing rules and a State Climate Fund.

5. Mandate FPIC and strong social & biodiversity safeguards.

6. Build MRV capacity - the credibility of carbon credits depends on it.

7. Launch pilot projects in both nature-based and energy sectors.


This is not abstract theory but practical steps that determine whether states access carbon revenue or remain sidelined.


In Conclusion: Nigeria Has Opened the Door. It Is the States That Must Walk Through It.


The approval of the carbon investment framework is historic but history will judge us on whether Nigeria can turn policy into practice.


If states rise to the moment with seriousness, transparency, and innovation, we could witness one of the largest climate-driven development transformations in Africa.


If they do not, Nigeria will have built a national carbon market in name only - a missed opportunity at a time we cannot afford failure.


The time for decisive sub-national action is now.

Governor Ademola Adeleke of Osun state has used the recently concluded COP30 held in Sao Paulo, Brazil to showcase Osun state as a role model for subnational integrated actions in the fight against climate change and adoption of sustainable energy practices.


The governor who was represented at the COP 30 by the Director-General and Special Envoy to the Governor on Climate Change and Renewable Energy, Professor Chinwe Obuaku-Igwe described the deliberate and focused policies and programmes of his administration in the climate sector as ground breaking and far reaching, reaffirming the commitment of his government to pursue implementation without let or hindrance.


Presenting the climate vision of the state government under Governor Adeleke, Prof Chinwe at the well attended Osun state side event at COP30, showcased the state’s pioneering work in subnational climate action and reinforced the state's position as a strong leader in renewable energy, e-mobility, and circular economy innovation.


At the event titled “From Waste to Wheels and Watts: Subnational Innovation in Recycling, E-Mobility & Solar,” the governor’s representative  emphasized that COP30 is a pivotal opportunity for subnational governments to shift from intentions to measurable outcomes, emphasising that Osun State is determined to leverage global platforms not for ceremonial participation but for securing real partnerships, investments, and technical collaborations that directly impact the people of Osun.


She highlighted three central commitments in the State’s climate strategy to include the deepening of subnational – International Partnerships, unlocking Climate Finance and Article 6 Opportunities; and the upscaling of homegrown innovation.


She spotlighted Osun’s progress — from solar adoption to recycling enterprises to the emerging Green Livelihoods workforce - and called for partners to support scaling these local innovations for national and global replication.


She stressed that the Osun state government has championed a governance culture that promotes collective problem-solving and community-focused implementation in the design and implementation of her climate actions.


According to the Special Envoy,  “Climate leadership must translate into jobs, improved systems, stronger institutions, and resilience for the people we serve. Osun State is not here to simply attend COP30. We are here to deliver outcomes that follow us back home.”


The event also featured the screening of Osun’s documentary, which captured real stories of transformation through recycling, e-mobility, and solar innovation - presenting Osun as a model for pragmatic, scalable climate action in Nigeria.


It would be recalled that the Osun state governor has bagged several local and international awards arising from the tremendous climate policies, programmes and projects being implemented through the Office of the Special Envoy.

Governor Ademola Adeleke has reassured the people of Osun state of their safety and security amidst rising banditry attacks in neighbouring states, hailing service chiefs and security agencies for their proactive measures and action to secure the state.



The governor also appreciated the people of the state for their massive support for him and his team even as he assures them of unhindered, continous delivery of democratic dividends and good governance in education, health, infrastructure, ICT, Agriculture, cooperative empowerment, sports development, water and security of residents.



Speaking on the increasing security alarm in some quarters, the governor noted that a series of security meetings have been held for preemptive measures to stop infiltration of bandits into the state, positing that a plan of action to secure Osun state is under implementation in the last three weeks.


The governor who commended the commissioner of Police, the director of state security (DSS), the Army Commander, the Commandant of the Nigeria Security and Civil Defence Corps (NSCDC) and other security agencies said series of meetings have been held with stakeholders across the boundary communities to ensure vigilance and strengthen capacities to repel any incursion.



According to the governor, the Inspector General of Police, the Director General of State Security (DSS), the Chief of Defence Staff and the Commandant General of the Nigeria Security and Civil Defence Corps (NSCDC) have paid particular supportive attention to Osun state even as he urged the residents to be security conscious and report any untoward activities to the police.



“Security deployment is ongoing in strategic areas of concern across the state. The intelligence community already has a deep overview of security threats or otherwise in Osun. We cannot stop to commend the DSS for the arrests of high profile terrorists and the bursting of their cells in Osun.


“Our security agencies are on top of the situation. We should not panic. My only appeal to us is to provide credible information and alert if and when we notice any strange movements in our community. Our local vigilantes, local hunter groups and the Amotekun security services are to work closely with the police to strengthen the safety and protection of our people”, the governor was quoted as saying.



The governor directed the Amotekun security service to work closely with the police and other security agencies, adding “the local security service must work in close collaboration with the lead security and other agencies. We must work within protocols to secure our people from bandits and terrorists.


On the local government situation, the governor said all stakeholders are still waiting on the Supreme Court to rule on the matter, insisting “we must remain law abiding as we are all resolved not to take the law into our hands”



On the impasse within the state judiciary, the governor expressed optimism that the judiciary will soon resolve its internal affairs, noting that as the Executive Governor of the state, he would not interfere in a judicial matter.



He however assured the people of Osun state that good governance is ongoing without hitches, citing recent successes in digital economy, economic empowerment, workers welfare and infrastructure upgrade across various towns in the state.



“I appreciate the deep support for our Administration among Osun people. Your prayers and outpouring of encouraging messages strengthen our resolve not to waiver despite challenges. We remain with the people to continue to deliver good governance and democratic dividends”, the governor noted in the statement.

Governor Ademola Adeleke of Osun State has celebrated the achievements of his administration in the technology and innovation sector as he inaugurated a digital economy advisory council to strengthen the ongoing tech revolution in the state.



Mr Kola Aina, a venture capitalist is to serve as chairman. At the event in which the governor was represented by the Commissioner for Political affairs and regional integration, Dr Biyi Odunlade, the governor reminded Osun people of the neglected state of the tech sector when he took over in 2022 and listed achievements of his administration from 2022 to date in the ICT sector.



“I will start this address by reminding us of the state of the Osun Tech sector when I assumed office on November 27th, 2022. Osun state then has no ICT policy. Our administration has introduced the State ICT policy now under implementation. 



“As of 2022, Osun has no tech innovation policy. Our government has developed and delivered the Osun State Tech Innovation Policy also under implementation. We started the fibre optics broadband project which is presently under review for sustainability. 



“Osun domesticated the National Start up Act to enhance development and empowerment of Tech entrepreneurs and local tech hubs for thriving innovations and collective prosperity. Osun was the second state to domesticate the law. Our government increased goggle mapping coverage of Osun from below 50 percent then to over 60 percent. We are supporting private sector led development of digital hubs to deepen statewide innovations and digital entrepreneurship.



Affirming his administration's commitment to science and technology as instruments of sectoral development, Governor Adeleke said “the creation of this Council is part of our long-term strategy to build a strong digital economy and this team of experts will guide the State on policies, projects and partnerships that will deepen our digital capacity.


“Your role will include advising the government on innovation, digital skills, data governance, emerging technologies and the future of work.

We want Osun to be known as a place where ideas grow, innovations encouraged and technology-driven careers driven by young people. We want startups to thrive and digital entrepreneurs to find support and a clear pathway for scaling their businesses.



“This Council is therefore coming at the right time and we believe your expertise will help us translate these foundations into sustainable systems and measurable impact. Your recommendations will shape digital policies, guide investments and strengthen our innovation ecosystem.


“I urge all members to serve with dedication and integrity as this work goes beyond advisory functions but more about shaping the future of Osun. The decisions we take today will determine the competitiveness of our State in the next decade. I also encourage you to work closely with ministries, institutions, youth organisations and the private sector. Technology thrives on collaboration as no single agency can do it alone”, the governor told the assembly of digital experts in attendance.


Speaking earlier, the Commissioner for Science, Technology and Innovation, Hon Maruf Ayofe expanded on the Governor’s submission listing several initiatives such as digital skills training and free WiFi projects amongst others being implemented by the ministry.


He described Adeleke's administration as strongly pro-tech right from inception as he noted that the government is touching new grounds long neglected in the past including the inauguration of the advisory council. 


The Special Adviser to the Governor on Science, technology and Innovation, Hon. Azeez Badmis described the inauguration of the council as a game changer, noting that the event marks a new level of public private sector partnership for the development of Osun digital economy and tech innovations.



“Today is a landmark point for the tech sector in Osun state. Stakeholders in public and private sector now have a common forum to drive tech ideas to place Osun ahead in the comity of states. I congratulate our tech savvy Governor for the vast achievements in the ICT sector”, the Special Adviser noted.


Members of the newly inaugurated council commended the deep commitments of the Adeleke administration to tech and innovation development of Osun State.

Governor Ademola Adeleke of Osun state has flaunted Osun business opportunities and high scores on the ease of doing business rating, calling on genuine investors to establish business at the Osun Free Trade zone.


The governor made the appeal while hosting a delegation of multi-sectoral investors from China who paid him a courtesy visit at the Government House, Osogbo on Thursday evening.


Governor Adeleke told the delegation that Osun is bridging infrastructural deficit to ease the business environment while the state's Free Trade Zone has several openings for willing investors.


According to the governor, a number of investors have commenced activities at the Trade Zone and other industrial hubs across the state, commending the Chinese delegation for selecting Osun state as an investment destination.



“You are warmly welcome to the state of the living spring. We are fixing our roads, bridges, schools, utilities, health infrastructures among others. We know good infrastructure facilitates business and economic growth. Hence, we are reducing Osun infra deficit.


“We harmonise and automate our tax regime. This has reduced the pressure on Osun businesses. We implemented a 48 hours regime for acquisition of certificates of occupancy (CofO) under an automated regime. Our ease of doing business rating is very high.


“So you have come to the right place. Our Ministry of commerce and industry is run by a team with international exposure. You will be granted the best of support and facilitation services by our government“, the governor told the delegation.


Speaking on behalf of the management of Shanghai Fadewei International Trade Company Limited, Dr. Yusuf Fadairo said the Chinese team picked Osun state because of two reasons, namely their love for David Adeleke (Davido) and multiple reports of good governance delivered by the Osun State governor.


Fadairo stated that Davido is so popular in China than even Nigeria, a situation he said also facilitated interest of many Chinese in the Osun state governor, Senator Ademola Adeleke.


According to him, reports about the wonderful performance of Governor Adeleke across media platforms marked Osun out as a safe investment destination, assuring that the company is interested in securing up multiple factories at the Osun state free trade zone.


“We have inspected the zone and we are satisfied with the utilities and facilities. We are set to act once all other regulatory issues are concluded”, he noted.


Other members of the team include Mr. Zheng Lifa (Amusement park building and operation), Mr. Zhai Yikang (paint production), Mr. Yu Lu (paint production) , Mr. Yao Weide (electric tricycle), Prince Charles Ajiboye (Logistics Manager) and Mr. Bamigboye Olabode (Company Engineer) Shanghai Fadewei International Trade Company Limited.

The assertion by the Osun chapter of the All Progressive Congress(APC) that Governor Ademola Adeleke has collected and squandered one trillion naira state allocation from 2022 to date is fake news from a party that is set for another defeat in 2026.


The opposition statement is a devilish fabrication, a mischievous propaganda and a failed attempt to rubbish a brilliant performance of the current administration as attested to by local and international stakeholders.



Spokesperson to Governor Ademola, Mallam Olawale Rasheed gave the above response to a press statement from the state leadership of the All Progressive Congress (APC), questioning how the governor spent a fabricated one trillion naira allocation to the state from 2022 to date.


Describing the state APC as a party that has ran out of ideas amidst its single digit popularity rating, the Spokesperson said Governor Adeleke from 2022 to date has not received anything near one trillion naira and has judiciously managed state resources with particular target of meeting the crucial and critical needs of the state in the area of  health, infrastructure, education, business financing, cooperative empowerment, sports development, agriculture, technology development, workers welfare and pension management.



“Only an anti-people party will claim not to see the almost 322 kilometers of roads across the state, the 200 health centre renovations, the rehabilitation of more than 100 schools, the ongoing dualisation across several towns, the ongoing upgrading and rehabilitation of several water works, the multibillion naira local and grassroots development projects, the flyover bridges, the new tractors, the ongoing renovation and upgrading of Osogbo stadium to a five star standard among others.


“Only a party set for another rejection in 2026 will deny the payment of half salaries owed workers and which the APC failed to pay while it governed the state. Pensioners are living witnesses of how state funds are being spent to offset pension debt which APC refused to pay and being liquidated by Governor Ademola Adeleke. The enrolment of over 30, 000 pensioners in the state health insurance scheme is an unprecedented policy which even the Federal Government has now adopted.



“Governor Adeleke has reduced the humongous Osun debt stock by 40 percent according to the Federal Debt Management Office. Yet, he has not borrowed a kobo from 2022 to date. Out of selflessness, the governor is not collecting security votes and instead ensures that security expenditures are treated and processed within the approval system.



“The public is also aware that since the seizure of Osun local government funds by the APC, the state government has been shouldering the financial burdens of the local governments. This ensures that thousands of families working across sectors at the local government levels do not go hungry as intended by those who masterminded the illegal seizure of the LG fund.



“The impact of the state expenditure is being felt across the sectors. The Nigerian Union of Teachers has repeatedly applauded Governor Adeleke for its passionate attention to teachers welfare, training and upkeep. Osun is now ranked number seven in NECO ranking. Osun was number 33 under APC.



“In 2022, Osun infrastructure deficit was placed at close to 80 percent by several credible infra groups. In 2025, the infra deficit has been reduced by 40 percent. In South West and at a programme moderated by a Federal agency, Osun came first in the area of access to primary health care.



“Pensioners, workers, farmers, artisans, market operators and others are applauding the governor daily. We are not expecting the state APC to own up to its failures while in office but it can at least be silent to allow Osun people to enjoy good governance and ongoing delivery of unprecedented democratic dividend”, the Spokesperson noted.

Former presidential candidate, Gbenga Olawepo-Hashim, has warned that Nigeria’s democracy is under grave threat, alleging a coordinated effort by the ruling All Progressives Congress (APC) to cripple opposition politics and impose a one-party civilian dictatorship.


Hashim, in a statement issued from Doha, Qatar, where he is attending the Covenant Altar of Worship Ministry’s First Worship Convention, condemned the Abuja Federal High Court ruling that halted the Peoples Democratic Party (PDP) National Convention earlier scheduled for November 15, 2025, in Ibadan.


He described the court’s decision as part of a wider strategy to neutralise the PDP and “weaponise the judiciary against multiparty democracy.”


“What happened in court is not an isolated incident. It is a carefully choreographed plot to paralyse the opposition and entrench authoritarian rule,” he said.


Hashim also decried reports which indicated that former Jigawa State Governor and PDP founding member, Alhaji Sule Lamido, was blocked from purchasing the nomination form to contest for the position of National Chairman, calling it a blatant assault on internal party democracy.


He accused “fifth columnists” within the PDP of collaborating, “wittingly or unwittingly,” with forces loyal to the APC to frustrate ongoing reform efforts in the party.


“It is now clear that both external pressures and internal sabotage are being deployed to stop the rebirth of the PDP as a credible alternative and defender of democratic values,” he asserted.


Despite the setbacks, Hashim vowed that committed party loyalists would not allow opposition politics to be extinguished in Nigeria.


“Those celebrating the creeping civilian dictatorship should pause,” he said. “The true soldiers of democracy are still standing. We will resist every attempt to kill opposition and destroy pluralism in this country.”


He disclosed plans to resume high-level consultations with key party stakeholders on his return to Nigeria, with the aim of rallying “genuine leaders and men and women of conscience” to safeguard democratic freedom.


“The darkest hour, they say, comes before dawn. A new day will break for Nigeria's democracy,” Hashim assured.


He called on members to remain resolute. "We call on party members not to despair and not to faint," Hashim said.

The ruling Peoples Democratic Party (PDP) in Osun State has noted with amusement the latest comic relief issued by the ever-useless All Progressives Congress (APC), which is fast losing both voice and relevance in the political space of our dear state. The statement credited to one idle-fever striken Mogaji Kola Olabisi is nothing but a lazy attempt to distract attention from the internal rot, disunity, and total leadership collapse bedeviling the Osun APC.


For the avoidance of doubt, the PDP in Osun State remains united, solid, and focused on delivering the dividends of democracy under the purposeful leadership of Governor Ademola Adeleke. No amount of falsehood or mischievous propaganda from a frustrated opposition can shake that foundation.


We understand the dilemma of the APC whose only strategy for 2026 is to pray that Governor Ademola Adeleke is disqualified from contesting. Such barren prayers have long been rejected by both God and the good people of Osun State. If the APC truly believes it has anything that looks like a fight, it should prepare for the ballot and stop clutching at imaginary crises in the PDP.


The lazy gangsters parading themselves as APC leaders in Osun are only trying to polish their inevitable doomsday by hoping to be spoon-fed into power through some sponsored misunderstanding at the national level of our great party. Unfortunately for them, Osun people have moved on from the era of deceit, oppression, and political pickpocketing that defined the APC’s reign.


We challenge the Osun APC to first put its house in order before pontificating about the affairs of the PDP. Their serial failures at all levels of governance,; from the national disgrace of Nigeria’s collapsing economy to their disorganized state chapter, are enough testimony that the APC represents everything backward and chaotic.


Governor Ademola Adeleke’s ongoing nomination process is in perfect order, guided by law and supported by overwhelming popular mandate. Nothing untoward will happen to it, and no amount of wishful thinking or social media restlessness can change that fact.


Let it be known that the PDP in Osun State stands firm with Governor Adeleke. A man truly installed by the people of Osun, who in turn has reciprocated their trust in multiple folds. Under his leadership, Osun is on a steady path of growth, unity, and renewed dignity.


We reassure the people of Osun that all hands are on deck to sustain the ongoing transformation across the state. Never again will Osun be handed over to political scavengers and resource hijackers, whose only mission is to impoverish the populace and turn our proud citizens into beggars in their own land.


That will never happen again in Osun because the people cannot afford another curse of the Apc at a time the state is transiting into fresh air of economic freedom and prosperity under the dutiful watch of Governor Ademola Adeleke.

The attention of the Osun State Chapter of the Peoples Democratic Party (PDP) has been drawn to a false and mischievous publication being circulated by elements of the opposition in the state, particularly the All Progressives Congress (APC), claiming that the PDP in Osun has suspended all party meetings due to a purported national crisis.


The said statement, deceitfully credited to our State Publicity Secretary, Hon. Jacob Ayodeji Areola, is nothing but a fabrication from the desperate imagination of the jittery and rejected opposition in Osun State. It is a baseless attempt to sow confusion into the minds of resolute people of Osun State.


For the avoidance of doubt, the Osun State PDP has not suspended any of its political or organizational activities at any level. Our structures remain intact, vibrant, and fully committed to supporting the visionary leadership of His Excellency, Senator Ademola Jackson Nurudeen Adeleke, the Executive Governor of Osun State and leader of our party for reelection come August 8, 2026.


We urge members of the public, particularly loyal party members across Osun State, to disregard this fake report in its entirety. It is nothing more than a reflection of the frustration of the opposition, whose only pastime has become the circulation of falsehoods to remain relevant in the political space in the state. 


The Osun PDP remains strong, focused, and united in its resolve to continue delivering good governance and sustainable development to the people of Osun State under the dynamic leadership of Governor Adeleke.

Having gotten used to Wole Oke, each time I read him criticizing Governor Ademola Adeleke, despite the tremendous efforts and energy the Governor is deploying to serve the people of Osun State, I just ignore it as one of those commentaries from a very alcoholic human being.


However, I decided to respond here because, in his statement, he claimed he has spoken to the Chief of Defence Staff (CDS) and the Chief of Army Staff (COAS), and that they have granted his request for military fortifications ahead of the 2026 Osun State election. This is laughable. Wole Oke must have been a very poor student back in school if he actually thinks that the offices of the CDS and COAS are ones a single individual can control or use to score political points.


The CDS and COAS are powerful and sacred institutions for the protection of the Nigerian territory, not for elections in ORIADE/OBOKUN. The current CDS is one of the most educated and civilized in the history of Nigeria. That is a public office, and Wole Oke doesn’t even have access to him more than any other Nigerian. That the Army will be available for him during elections is already a lie. I have facts and records that the Nigerian Army will be neutral in the Osun State elections and will not support anyone. Please quote me anywhere, the nation has outgrown all that nonsense. If you want to win elections, get the support of the people.


It is deeply unfortunate, yet unsurprising, that Wole Oke, after over two decades in the National Assembly with painfully little to show for it, has suddenly remembered the good people of Ijesa North simply because another election is fast approaching.


The same representative who could not attract basic infrastructure, who offered more excuses than results, and who failed to uplift the constituency entrusted to him for over 20 years, now seeks to hide behind cheap propaganda to justify his record of absentee leadership and political opportunism.


Some of us who are young, under 40, are working day and night to earn a decent living, out of which we also give back to our society. Wole Oke joined politics as a complete nobody and God favored him. He made money out of the votes of the people for years. He has no moral authority or any modicum of decency to attack a Governor who is working for the people with both state resources and personal family funds.


Let it be stated clearly, no amount of revisionist storytelling can erase the reality of our people. While Oke has spent over 20 years defending his personal interests, Governor Ademola Adeleke has, within just three years and despite serious financial challenges and opposition, delivered great governance, solid infrastructure, welfare policies, and innovative people-centered programs.


Governor Adeleke stands today as the only Governor in Nigeria who has refused the usual security votes, transparently deploying them for the service of the people of Osun State.


It is therefore laughable that anyone would suggest that the Nigerian Army, a noble constitutional institution serving the Nigerian people, will become a tool for any individual for personal political validation. Absolute rubbish!


The Nigerian Army belongs to the nation. It serves our communities, not the ambitions of any politician. Wole Oke should be told that this is 2025, not 2003. Security agencies respond to credible intelligence and operational necessity, not to Wole Oke. Who is Wole Oke in the scheme of things in national politics? The only thing he has is money, for himself and his family, and even that he cannot spend on the people.


I personally made inquiries regarding his claims about the CDS and COAS, and let me state confidently that no such commitment exists anywhere. Nigeria is not in that era again. In fact they said they don’t know him.


I think Wole Oke believes we are just here to sell groundnuts. Lol. I cannot but laugh out loud. To imply that the Nigerian Army will do anything for him during elections is to trivialize the sacrifices of our armed forces and reduce national security to a campaign slogan.


Our people know the truth. Members of the House of Representatives from other constituencies who are relatively new in the House have done much for their constituents, with quarterly reports visible to the blind, but Wole Oke would rather travel alone and post pictures to mock his followers.


The era of emotional blackmail and political entitlement is over in Osun State. Our people now demand performance, not drama. They demand accountability, not desperation. They demand vision, not empty rhetoric, and Adeleke is the answer.


And I think, with all humility, some of us need to also blow our trumpets. I challenge Wole Oke to a debate on what he has done in the last 20 years in office versus what I have done as a “nobody” in our constituency. How many people has he raised, empowered, and liberated? Let’s put the records side by side. I can list mine to 50. He should just list 20.


Wole Oke is currently a political orphan seeking protection from the powers that be. He left the PDP simply because the PDP insisted on primary elections in ORIADE/OBOKUN. Now he is in APC, and the APC, authoritatively, are not comfortable giving him the ticket automatically. In fact, he is not even in the scheme of things.


It is my prayer that Wole Oke gets the ticket for the House of Representatives again. He will meet the people of Ijesa North at the polls and he will start losing from Esa-Oke. Mark my words. It will be like a dream.
